Jay I don't think it's very likely you'll be able to do so, if not all of the PE header was written, no application will identify the format most common. More over, file downloading isn't sequential, chunks of data are downloaded individually.

Then the last thing that happens is the data is assembled in the correct order, if this step wasn't completed then watching the MP4 is not going to be a viable option. But I guess with video it is harder than it is with Photoshop Open As feature. Normally VLC will report a hundred audio and video streams in an unopenable file. Why not use only one? I wish every body used Matroska.
